Amy Blackwell joins the CESI Board of Directors with extensive experience in the healthcare and health policy fields. Ms. Blackwell received her B.A. in Education, German, and Psychology in Secondary Education from the University of Kentucky, and her Master of Public Health from the University of North Carolina at Chapel Hill. She served in numerous positions with Presbyterian Healthcare/Novant Health, Inc. in Charlotte until 2000, her last position being Vice President of Government Relations which she held for 11 years. She has worked overseas as the Health Information Coordinator at Zayed Military Hospital in Abu Dhabi, United Arab Emirates, and upon returning to the US as a healthcare consultant for various healthcare organizations. She began working as a consultant for WakeMed Health and Hospitals in 2005, then served as Director of Physician Relations there until 2011. Most recently, Ms. Blackwell has volunteered with the U.S. Peace Corps as Project Manager for Revitalization of Primary Healthcare at the Nelson Mandela Metropolitan Health District in Eastern Cape Province, South Africa. She also has training in Quality Planning and Management and certificates in Hospital Administration and Medical Records Administration. During her free time, Ms. Blackwell enjoys spending time with her family, traveling, reading, hiking, and volunteering in her community.
Dr. Diane Chen, Founder of Consumer Education Services Inc. brings her vast experiences in business and education to the Board of Directors. Diane founded CESI in 1998, and served as CEO until stepping down in 2017 after two decades, remaining as CESI’s Board director.
Following her departure from CESI, Diane created a new nonprofit research focused agency, The Institute of Consumer Money Management (ICMM). Diane is currently the Executive Director and Board member of ICMM. You can find information about ICMM at www.icmmnc.org
In August of 2010, Dr. Chen was awarded the prestigious Triangle Business Journal Women In Business award as an Entrepreneur. She was also a recipient of the 2010 Business Leaders Women Extraordinaire award. Dr. Chen, a native of China, played a significant role in establishing the sister state relationship between North Carolina and the Liaoning Province, China. She served as the liaison and interpreter for Governor James Hunt’s trade delegation to China in 1998. In addition, Dr. Chen worked as the International Program Coordinator at Howard Community College in Maryland from 1994 to 1996. Prior to founding CESI in 1998, Dr. Chen was the President of New China Development Corporation for six years. In that capacity, she helped many North Carolina businesses, government agencies, and educational institutions establish partnerships with China and worked as a consultant to facilitate the trade and business missions between the US and China. Dr. Chen earned both her Master and Doctorate degrees in adult education from North Carolina State University in 1993 and 1995 respectively. She currently holds positions as Advisory Board Members of First Citizens Bank and Enterprising Women Magazine. In addition, she is a member of the Encore Program at North Carolina State University and a Committee member of the Unitarian Universalist Fellowship of Raleigh.
Mr. Fitzgerald comes to CESI with over 30 years of health care policy experience in North Carolina State Government. He was employed by N. C. State Government successively in the Office of State Planning, Office of the Secretary of Health and Human Services and 28 years by the Division of Health Service Regulation (formerly the Division of Facility Services), retiring as Director in 2008. He has negotiated policies and terms involved in legislation affecting all aspects of health care regulation with members of the General Assembly, health care providers, payers, lobbyists and other state agencies. Mr. Fitzgerald holds an M.A. in Public Administration from the University of Minnesota as well as a B.A. in Government from the University of South Dakota.
Mr. Stallings is experienced in public sector financial management having completed a career of over thirty-five years in the field. From 1991 to 2003, he served as the Chief Financial Officer for the North Carolina Department of Transportation (NCDOT). In that role, he supervised accounting and financial reporting, budget development and execution, the audit of engineering contractors and grantees, purchasing, financial systems, and construction bid monitoring. He made regular appearances before NC state legislative committees to explain NCDOT budget proposal and conditions.As a volunteer, Mr. Stallings served as Treasurer for several not for profit organizations with large annual budgets. In these roles, he regularly advised the Boards of Directors of those organizations on the financial conditions and opportunities they faced.Mr. Stallings received his Bachelor of Arts degree from NC State University and his Master of Public Administration degree from the University of North Carolina at Chapel Hill.
Matt Mall is a class action and business litigation attorney. Matt represents businesses and local governments in federal and state courts and in arbitration and has substantial experience in all phases of litigation at the trial and appellate levels. He has handled disputes involving First Amendment issues, fraud, healthcare fraud, insurance agents, surety bonds, employee raiding, breach of contract, real estate broker commissions, and a variety of other issues. Recently, Matt’s practice has focused on nationwide class action defense and disputes involving covenants not to compete, the North Carolina Trade Secrets Act, and trademark infringement under the Lanham Act.Matt graduated from The College of William & Mary Law School and received his undergraduate degree from the University of Virginia. He is a member of the Wake County Bar Young Lawyers Division’s Board of Directors, the American Bar Association’s Class Action and Derivatives “Emerging Issues” Subcommittee, and the North Carolina and Wake County Bar Association. During this free time, Matt enjoys the outdoors and spending time with his family.
Native to the Pittsburgh, PA area, Alexis graduated from Robert Morris University with a Bachelors in Finance in 2005. Spending the majority of her career in Accounting/Finance, she started her 10-year tenure in the Banking industry with Bank of New York Mellon and eventually transitioning to PNC in where she worked in Finance, Training and Development and Operations focusing on reporting and process improvements. Recently making the decision to relocate to the Raleigh, NC area Alexis, also moved industries joining the Cisco System team in 2015. Before making Raleigh her home Alexis obtained her Master’s in Business Administration focusing on Innovative Management and an MS in Professional Leadership concentrating in Training and Development.Starting in 2006 Alexis was the President and Founder of The Boyd Nelson Foundation located in McKeesport, PA. The small Non-Profit organization was purposed to provide education and preparation for the local youth prior to entering their collegiate level academic career. Alexis currently is working to educate and encourage building sustainable wealth and financial literacy within the community starting with her 11-year-old son, Cameron. She is also working on her own company, investing in Entrepreneurs where her core value is embedded in Servant Leadership.
Naveed is a successful entrepreneur and business adviser. With an extensive history in the tech and IT world, he has been a founding member of a number of successful start-ups over the last decade.Naveed has held prior management positions in finance, business strategy, and information technology at companies like IKON Technology Services, IBM, and Control Data Systems.Naveed has a bachelor’s degree in engineering from Princeton University and a Master in Management from Yale University’s School of Management.
